BYLAWS

Article I - Name
The name of this organization shall be " The European Association
of Campus Security " hereinafter referred to as the " Association ".
Article II - Duration
The duration of the Association shall be unlimited.
Article III - Purposes
The purposes of the Association are :
1.- To promote the common interest in the administration of law enforcement programs including the operation and development of life safety and property safety programs on University campuses, as non-profit organization.
2.- To share and to exchange the experiences in security in Universities.
3.- To promote professional ideas and standards so as to better serve the educational objectives of Institutions of higher education.
4.- This promotion of interest and this exchange of experience are
as much as possible put into concrete form by the organization of a congress
held every two years. This conference is attended by members of the Association
as well as individuals showing some interest in the security on the campuses.
Article IV - Membership
1.- Eligibility
a) Institutional Membership : any University or Institution of higher Education which offers a program leading to a degree or diploma requiring not less than two years of academic credit, shall be eligible for Institutional Membership, on condition that such institution provides its own functional, administrative organization to care for its needs involving law enforcement, including life safety and property safety. An individual who coordinates law enforcement programs for an University system, on several higher educational institutions, shall be considered to represent that institutional system. The institutional representative must be a full-time employee of the University and not compensated by any contract security service or private company.
b) Associate Membership : an employee of a Member institution, which interest or concerns directly related to life safety and property safety on Campus, upon certification by an Institutional Member of the Association, shall be eligible for Associate Membership.
c) Supporting Membership : a person who, by reason of a vocation, profession, business or civic interest, shares in the concerns and objectives of the Association and desires to demonstrate such support shall be eligible for supporting Membership.
d) Retired Membership : a Member of the Association who retires from
a Member Institution may continue Membership in the Association. Retired
Members may attend meetings and may work on Committees but shall not be
eligible to vote in the Association.
2.- Election to Membership
a) All applicants for Membership shall complete and sign the form of application to the Association’s office. All relevant information about the institution will be enclosed to the application.
Membership applications must have the endorsement of the Association’s Membership Committee Chair.
After the applicant’s Membership applications is approved by the Membership Committe Chair, a letter will be sent by the Chairman to the applicant allowing him to join the Association and welcoming him as a new member.
b) Each member subscribes to non-discrimination principles and agrees,
as a condition of membership not to discriminate against any one (race,
religion, etc...).
3.- Termination of Membership
a) Any member may resign from the Association by submitting a written resignation to the board. Such a resignation shall be effective as of the date received by the Association, unless said resignation specifies another date.
b) Members of any classification may be removed from membership for
cause by a half vote of the board. For any cause other than non-payment
of fees, removal shall occur only after the member complained against has
been advised of the complaint and has been given reasonable opportunity
for defense, and such member, if removed, may appeal the decision of the
board at the periodical meeting of the Association, providing that notice
of intent to appeal is provided to the President at least two weeks in
advance of the meeting.
4.- Fees
a) The annual fees for members of this Association wil be based on
the European currency (Euro). The Association’s membership categories and
the corresponding fees amounts are as follows :
Institutional Membership : 150 Euros
Associate Membership : 100 Euros
Supporting Membership : 100 Euros
Retired Membership : 50 Euros.
b) Delinquency and cancellation : any Member of the Association who is deliquent in fees for a period of ninety days from the time fees become due, shall be notified of such delinquency and suspended from receiving further Associations services. If payment of fees is not made within the next thirty days, the delinquent member shall be dropped from the rolls and thereupon forfeit all rights and privileges of membership, unless such suspension, at the request of the member, is waive by majority action of the Committee.
c) Refunds : no fees shall be refunded to any member whose membership
terminates for any reason.
Article V - Officers
1.- The officers of the Association shall be the President, the Vice-President, the Secretary-Treasurer and the immediate Past-President. For the first years of the Association, there will be no Past-President. This function will be substituted by a temporary Vice-Secretary untill the first President of the Association becomes Past-President.
2.- Qualifications for office
a) The Vice-President shall normally succeed to the office of President upon the completion of the President’s term of office. In case the Vice-President is not available to succeed, the retiring President could stay on so that a new Vice-President can be elected.
b) Any institutional Member shall be eligible to be nominated and elected as Secretary-Treasurer as well as Vice-President under condition that the person nominated has been an Institutional Member of the Association for a minimum of four years. This condition is not applicable within the first four years after creation of the Association.
c) The President shall assume the position of immediate Past-President
upon the conclusion of the President’s term of office. He automatically
leaves this position when the next past-president enters in charge of it.
3.- Nomination and election of officers
a) The nominating committee shall prepare and submit to the members a list of nominees for Vice-President and for Secretary-Treasurer of the Association.
All candidates shall have given prior consent to nomination and election as an officer.
b) Individuals who are members in good standing at one institution,
but change their place of employment to another institution which is, or
becomes, an Institutional Member of the Association, will not lose eligibility
or tenure as a member in good standing as it relates to officer positions
held in the Association.
4.- Terms of office
Each elected officer shall serve for a term of two years. Each one is only normally once reeligible for another term of two years. The election is, if possible, held at a periodical meeting.
Otherwise the election could be organised by mail if no periodical
meeting is due to be hold at the time of reelection term.
5.- Vacancies - removal
a) Vacancies in any elected office may be filled for the balance of the term thereof by the Association. The Association, by at least a 51% vote of its members, may remove any officer from office for cause.
b) Any vote to remove an officer must be preceded by a presentation
of facts showing cause for removal and shall allow for rebuttal by the
officer in question.
Article VI - Duties of officers
1.- Président
a) The President shall be the chief elected officer of the Association and serve as chairman of both the Association and the Executive Committee. The President shall make all required appointments of standing and special meetings.
He shall also take all actions with the agreement of the Executive Committee in order to improve the work and the fame of the Association.
b) At the periodical meeting of the Association and at such other
time as deemed proper, the President shall comunicate to the members such
matters and make such suggestions as may tend to promote the welfare and
increase the usefulness of the Association. The President shall perform
such other duties as necessary incident to the office of President.
2.- Vice-President
The Vice-President shall assist the President in the administration
of the Association and shall perform such duties as are delegated and assigned
by the President. The Vice-President shall also perform the duties of President
in the event that the President is unable to serve.
3.- Secretary-Treasurer
a) The Secretary-Treasurer shall oversee the Association’s funds and records ; the collection of member’s dues and/or assessments ; the establishment of proper accounting procedures for the handling of the Association’s funds ; the performance of an accountant’s review ; and further shall report on the financial condition of the Association at all meetings and at other eventual times as called upon by the President.
The accounts shall be examined by two members choosen in the Association.
b) The Secretary-Treasurer shall oversee the proper recording of proceedings of meetings of the Association, and shall ensure that accurate records are kept of all members.
c) The Secretary-Treasurer shall perform all information duties to the members as well as to external correspondents.
d) The Secretary-Treasurer will be helped by a Vice-Secretary. This function is subject to be reviewed after the two first years of the Association.
e) There will be an elected representative of each country who represents
the views of them at the annual meeting.
Article VII - Amendments to the bylaws.
1.- Amendments to or a repeal of these bylaws may be proposed on the initiative or upon petition by twenty-five percent (25%) of the members of the Association.
2.- Amendments to or a repeal of these bylaws shall be approved by a two-thirds affirmative vote of the institutional members voting either by a thirty day mail ballot or at the meeting of the Association.
3.- Notice : Notice of all amendments which have been made in accordance
with the above provision shall be provided to the Membership either directly
at the meeting or by a general mailing.
